The items that are either exempt or zero rated are stated in the schedules of the VAT Act 2013. If an item is not listed under the exempt or zero-rated supplies in the schedule, then it is automatically taxable in accordance with the Act.

This after carefully examining the Act, I didn't find the Chinese Meters listed under any schedule as to whether they are exempt or zero-rated.
